Illegal(?) Sand and Gravel Port San Rafael, Dulag, Leyte

Does the Philippines Port Authority (PPA) know about this private port operation on the beach at San Rafael, Dulag, Leyte? There is no private port listed in this location on the PPA website list. Was an environment impact study done? If you are concerned about the damage to the environment caused by this operation send an email  PPA at
